Indonesia Blocks Grok Chatbot Over Deepfake Concerns

On March 16, 2024, Indonesia, the fourth most populous country in the world, implemented a temporary ban on the Grok chatbot. This decision was announced by Meutya Hafid, Indonesia’s Minister of Communication and Digital Affairs. In her statement, Hafid emphasized that the government regards non-consensual sexual deepfakes as a significant violation of human rights and a threat to citizens’ dignity and security in the digital space.

As of the latest updates, the exact scope of the block has not been clearly defined. Users in Indonesia could still interact with the Grok account on the social media platform X. Notably, the Grok bot responded to queries in Indonesian, indicating it was complying with the restrictions imposed by the government. Despite the reported block, Grok’s images remained accessible on X for users employing a VPN, and the Grok website was also reachable under similar conditions.

Indonesia’s action marks it as the first, and so far only, country to take formal measures against Grok regarding its deepfake capabilities. Reports indicate that other nations, including members of the EU, the UK, and countries like Australia, Germany, and India, have expressed concerns about Grok’s proliferation of non-consensual sexual images, including those featuring minors.

In response to the growing global backlash concerning deepfakes, Elon Musk’s X altered its policies regarding Grok. Previously, Grok generated images for any user tagging @grok, but now this feature is limited to paying subscribers. Free users can still create images directly on the Grok website.

Indonesia, often referred to as “the world’s third-largest democracy,” maintains strong ties with the United States, particularly under the current administration. The country ranks fourth globally in both population and the number of internet users, highlighting its significance in the digital landscape.

The Indonesian Ministry of Digital Affairs has reportedly reached out to X to discuss the implications of the Grok ban. In a characteristic response, Grok’s parent company, xAI, addressed inquiries with a dismissive remark, stating, “Legacy Media Lies.”
