YVEA Approves 5.4% Electric Rate Increase Effective April 15

The Yampa Valley Electric Association (YVEA) will implement a 5.4% increase in electric rates for all customer classes, starting April 15, 2024. This decision, made by the YVEA Board of Directors on February 25, 2024, marks the cooperative’s first rate adjustment since 2024. The rate hike follows a comprehensive cost-of-service study which revealed that existing rates are insufficient to cover operational expenses.

According to YVEA, residential customers can expect their average monthly bill to rise by approximately $7.80, assuming typical household usage. The previous rate increase in 2024 saw a rise of 4%. YVEA CEO Scott Blecke expressed that the decision to raise rates is challenging, noting, “All of our employees live and work in the communities we serve, and we understand the significance of raising rates.”

The increase is attributed to several factors, including escalating power and transmission costs, infrastructure investments, and the overall rising cost of doing business. More than half of YVEA’s annual budget is allocated to wholesale power purchases, which have become increasingly expensive as utilities across the state invest heavily in new generation and transmission systems.

Blecke highlighted that while YVEA plans to switch to Guzman Energy as its wholesale provider in 2028, it will remain dependent on Xcel Energy’s transmission network, which is expected to continue to experience rising costs. The cooperative is also committed to upgrading its aging infrastructure, much of which has been in use for several decades, including the majority of its distribution poles.

In an effort to enhance reliability, YVEA has begun incorporating advanced technology, such as drone inspections. Jim Cross, the Director of Engineering, stated, “By investing in new technology, we can be more proactive in our construction work plan and help keep our system reliable and responsive.” He also mentioned that the current winter weather patterns could lead to increased Red Flag Warnings, prompting YVEA to activate its Fire Protection Mode.

Blecke acknowledged the financial impact on households, emphasizing that YVEA offers various support programs for members facing challenges due to higher bills. These programs include budget billing options and solar offset initiatives.
