Westover Police Chief Joe Adams Announces Retirement After Five Years

Westover Police Chief Joe Adams will retire on November 4, 2023, after five years in his role. He made the announcement during a meeting of the Westover City Council on October 22, exactly five years since his appointment to the position. Reflecting on his tenure, Adams expressed gratitude for the support he received from city officials and the community.

During his remarks, Adams stated, “I appreciate the support the city council and the mayor have given the police department, and I’ve appreciated working with you guys. It’s been a learning experience. I’ve had some interesting times here.” His comments acknowledge the significant changes the police department underwent during his leadership.

Transformative Leadership and Achievements

City officials highlighted Adams’s role in revitalizing the police department, which had faced serious challenges prior to his arrival. Tim Stranko, the city attorney, praised Adams’s efforts in rebuilding the department by establishing and enforcing standards while treating personnel with respect. He noted, “Look where we are now. Nobody’s perfect – the department’s not perfect, but we’ve come a long way. It’s because of your leadership, Joe, and God bless you for it.”

Councilor Duane Tatar echoed these sentiments, expressing admiration for Adams’s leadership. “The honor, the integrity, and pride of the department and our officers is just so much better than it was,” Tatar remarked. He attributed much of this improvement to the collaborative efforts of Adams and Deputy Chief Scott Carl.

Before his tenure in Westover, Adams dedicated 25 years to the West Virginia State Police and served with the West Virginia Supreme Court. After the meeting, he reflected on his career, acknowledging the challenges he faced. “We had some challenging, interesting times. I’m grateful for the experience and what I’ve been able to learn, but it was rough what we went through,” he commented.

Adams is optimistic about the future of the Westover Police Department. He noted that the department has made significant strides, including improving hiring practices, policies, and equipment. He emphasized the importance of a supportive council and the need to continue advancing the department’s benefits package.

As he prepares to step down, Adams looks forward to spending more time with his family and embracing his role as a hockey dad. He also recommended that the city consider promoting Deputy Chief Scott Carl to ensure a smooth transition. “You’re not stuck in the position you were in when I got here, where you didn’t have anybody,” he advised. “Scott Carl is a good man, and I would recommend him.”
