Clearwater Launches Major Downtown Construction Boom Now

URGENT UPDATE: Downtown Clearwater is on the brink of a significant transformation as groundbreaking construction begins on multiple high-profile projects. This construction boom includes a new hotel, a high-rise apartment building, and a revamped streetscape aimed at improving the downtown experience.

According to the latest city release, construction will kick off soon, focusing on revitalizing key areas and adding crucial parking spaces. A 10-story hotel with retail space and a parking garage is set to rise just south of the Clearwater Main Library, while a stunning 28-story apartment building will occupy the site of the former City Hall.

The new parking garage, capable of accommodating 397 vehicles, will be constructed across Osceola Avenue, which is also set for a major makeover. These projects are expected to enhance amenities in Clearwater’s downtown, an area that has already experienced a surge in visitors and events following the recent $84 million redevelopment of Coachman Park. Since its reopening in 2023, the park has hosted over 100 concerts and attracted 336,500 attendees.

Drivers should prepare for traffic changes as southbound lanes on North Osceola Avenue have been shifted to share the north lane just south of Drew Street.

Here’s a breakdown of the upcoming developments:

Clearwater City Hall: Construction is underway for the new Clearwater City Hall at 200 S. Myrtle Avenue. This part of a $31.6 million civic redevelopment will provide a modern space for city operations. Phased move-in is expected between August and September 2026.

PSTA Clearwater Station: In August, the Pinellas Suncoast Transit Authority (PSTA) broke ground on the new Clearwater Station, a modern multimodal transit hub. The station will replace the aging Park Street Terminal and is expected to be completed in early 2027, enhancing safety and accessibility for riders.

The Harborview Hotel: Construction is set to begin soon on a 158-room hotel at the former Harborview site, which will feature retail space and a rooftop bar, offering new dining and entertainment options. This project is anticipated to take 21 months.

Osceola Avenue Parking Garage: A 397-space public parking garage is set to begin construction later this fall at Pierce Street and Osceola Avenue, including electric vehicle chargers. Completion is expected by December 2026.

Bluff Apartment Development: Construction on a multipurpose building with 400 rental apartments will commence in January 2026. This project will also include retail space and an underground parking garage, improving access to the downtown waterfront. Completion is targeted for April 2028.

Osceola Avenue Roadway and Infrastructure Improvements: Starting in early 2026, Osceola Avenue will undergo significant upgrades, including new sidewalks, improved drainage, and landscaped crosswalks, with completion expected in early 2027.

As Clearwater prepares for this construction wave, residents and visitors alike can anticipate a more vibrant and accessible downtown area. Stay tuned for updates on these transformative projects that are set to reshape Clearwater’s urban landscape.
