UPDATE: A Portland man is facing serious federal charges after allegedly threatening to kill law enforcement officers and sexually assault their families in a series of alarming online posts. John Paul Cupp, aged 45, confronted officers outside an Immigration and Customs Enforcement building in South Portland on October 14, 2025, escalating his threats in subsequent weeks.
According to court documents released by the FBI, Cupp’s violent rhetoric began during a confrontation with officers, where he shouted threats directly at them. The documents detail that he threatened to kill officers, assault their wives, and harm their children. These threats did not cease after his initial outburst.
On November 3, 2025, Cupp posted a video reiterating his violent claims against federal agents, which he continued to amplify with further posts on November 13, 2025. Federal authorities describe him as “a prolific producer of online content,” regularly disseminating aggressive and extremist rhetoric, including calls for violence against the U.S.
This case has drawn significant attention as officials recognize a surge in extremist threats. FBI Director Kash Patel stated, “If you threaten to kill law enforcement officers or harm their families, you will face the full weight of the federal government.” He emphasized that the FBI will deploy all available resources to identify and apprehend individuals who pose a danger to public safety.
U.S. Attorney for the District of Oregon, Scott E. Bradford, echoed this sentiment, declaring that threats against law enforcement will not be tolerated. “The U.S. Attorney’s Office remains committed to holding those accountable who threaten and intimidate those who protect our communities,” he asserted.
Acting FBI Portland Special Agent in Charge Matt Torres stressed that Cupp’s threats undermine both public safety and the integrity of law enforcement efforts. “Attempts to intimidate those sworn to protect the American people degrade efforts to keep all of us safe,” Torres said.
