Ramsey County Appoints Jaime Wilkins as Housing Stability Director

Ramsey County has announced the appointment of Jaime Wilkins as its new Housing Stability Director, effective December 22, 2023. In her role, Wilkins will oversee various programs aimed at addressing homelessness, from emergency shelters to long-term housing solutions. She will also set the strategic direction for the department and work to develop partnerships with community organizations, local governments, and state agencies.

Wilkins brings significant experience in the field of housing and social services. She previously served as the Associate Vice President of Economic Opportunity and Youth Support at Lutheran Social Service of Minnesota. Additionally, she held leadership positions as Senior Director of Housing Services at Lutheran Social Services and as Director of Housing and Supportive Services at YWCA St. Paul.

In a statement regarding her new position, Wilkins expressed her enthusiasm: “I’m honored and excited to join Ramsey County in this role. Housing security is foundational to a thriving community, and I’m eager to work alongside our dedicated partners, staff, and residents to strengthen supports across the entire housing continuum.” She emphasized the county’s commitment to aiding individuals and families in achieving long-term housing stability.

Transition in Leadership Following Investigation

Wilkins succeeds Keith Lattimore, the former Housing Stability Director, who left the position in August 2023. Lattimore’s departure, along with that of former Deputy Director Kimberly Cleminson, followed an internal investigation into their association with a recuperative care business in Brooklyn Center. County officials did not disclose whether Lattimore and Cleminson resigned or were terminated.

The Housing Stability Department of Ramsey County plays a crucial role in coordinating emergency services for individuals experiencing homelessness or housing instability. Wilkins will be responsible for managing department operations, including staff, budgets, and program performance, while also representing the county in discussions with partner agencies on relevant policy matters.

Wilkins’ Background and Community Engagement

Wilkins holds a bachelor’s degree in Early Childhood Education/Child Development and Family Studies, along with a master’s degree in Human Services and Leadership of Organizational Management from Capella University. Her extensive background in social services includes direct experience working with residents of Ramsey County as a child protection worker and family advocate.

According to Karen Francois, Deputy County Manager, “Jaime brings an exceptional blend of experience, leadership, and deep community knowledge to this role.” Francois highlighted Wilkins’ extensive background in housing and social services, noting her capacity to lead the Housing Stability team with both strategic vision and a strong commitment to equity.

Wilkins’ appointment is anticipated to enhance the county’s efforts in addressing housing challenges and improving support systems for those in need. As she steps into this pivotal position, her leadership will be instrumental in shaping the future of housing stability initiatives within Ramsey County.
