URGENT UPDATE: A new report reveals significant transparency gaps in bond spending among San Diego County school districts. The 2025 School Bond Transparency Report Card, released by the San Diego County Taxpayers Association, highlights the critical need for public accountability in how $23.5 billion in voter-approved bond funds are managed.
The report, which evaluates 23 districts with active bonds for the 2024-25 fiscal year, shows that while some districts excel in reporting, others leave taxpayers in the dark. The average transparency score across the districts is approximately 90 percent, equivalent to an A-, but this figure masks alarming disparities.
Top performers include Vista Unified, Miracosta Community College District, and Grossmont Union High School District, all achieving A+ scores. In stark contrast, Borrego Springs received an F, and Chula Vista Elementary plummeted from an A- last year to a D+ this year. The San Diego Union-Tribune reports that smaller districts like Lemon Grove and the National School District also struggled.
District officials are responding urgently. Lemon Grove Superintendent Marianna Vinson emphasized the district’s commitment to transparency and is implementing new reporting measures. Meanwhile, Chula Vista spokesperson Giovanna Castro stated the district is addressing website issues that hinder access to bond information.
As these districts continue to invest bond funds in essential campus upgrades—including new science buildings and advanced technology—watchdogs stress the importance of having clear, accessible records. For instance, the Grossmont Union bond program is saving taxpayers approximately $18.9 million through effective refinancing, showcasing the potential benefits of transparency.
Residents should be vigilant when considering future bond measures. The scorecard serves as a crucial checklist: Are oversight committee minutes, annual audits, and itemized expenditures easily accessible on the district’s website? Many districts still have homework to do to regain voter trust.
As the report circulates, the urgency for transparency in educational funding has never been clearer. Voters are encouraged to demand accountability from their local districts to ensure their hard-earned tax dollars are spent wisely and effectively.
Stay tuned for updates as districts respond to this urgent call for improved transparency.
