UPDATE: Authorities have identified the man shot during a police confrontation in South San Francisco last week as 28-year-old Luis Francisco-Manzo. The incident occurred on December 8, 2023, following a distress call from Francisco-Manzo’s mother, who reported that her son had taken drugs and expressed suicidal thoughts.
At approximately 5:10 a.m., officers responded to a residence on the 900 block of Sandra Court. According to the South San Francisco Police Department, Francisco-Manzo was armed with a knife when he exited the apartment. Body camera footage reveals a tense confrontation, with officers instructing him to turn around and approach them.
Initially compliant, Francisco-Manzo brandished the knife upon reaching the officers, prompting them to order him to drop the weapon. When he failed to comply, officers deployed Tasers, which were ineffective. As he advanced towards them with the knife raised, Officers Brendan Hart and Martin Corona opened fire, striking him. He collapsed immediately, and officers provided medical assistance until firefighters arrived.
Francisco-Manzo was transported to a local hospital, where he was initially listed in critical condition. He is currently recovering, according to police reports.
The San Mateo County District Attorney’s Office is actively investigating the shooting. This incident raises significant questions about police interactions with individuals in crisis, particularly regarding the use of force.
