Wilmington Man Arrested in Alleged $2,500 Retail Theft Scheme

Delaware State Police have arrested a 38-year-old man from Wilmington in connection with an alleged organized retail theft valued at approximately $2,500. The incident occurred on October 13, 2023, at Dick’s House of Sport, located at 1000 Brandywine Parkway in Wilmington.

Officers responded to reports of a theft in progress at around 18:00 local time. Store employees informed police that three individuals had stolen merchandise before fleeing the scene in a Chevrolet Malibu, which bore a temporary Delaware registration tag.

While investigating, troopers spotted a vehicle matching the description traveling southbound on Concord Pike, near Interstate 95. When officers attempted to initiate a traffic stop, the driver evaded police, leading them on a chase into the City of Wilmington, where multiple traffic violations were committed.

Shortly thereafter, police discovered the vehicle abandoned at the intersection of East 28th and Jessup Streets. Officers observed the suspects fleeing the scene while carrying stolen items. Two individuals, identified as Kerryn Vinson and Taysha Bultran, were apprehended at the scene, while a third suspect managed to escape.

Following further investigation, detectives identified the third individual as Vernon Hines. A warrant was subsequently issued for Hines’s arrest. On October 28, 2023, he was taken into custody without incident.

Hines faces charges of theft for organized retail crime and second-degree conspiracy, both of which are classified as felonies. He was arraigned in Justice of the Peace Court 11 and is currently held at the Howard R. Young Correctional Institution on a secured bond of $4,000.

All charges against Hines remain allegations at this time, and he is presumed innocent until proven guilty in a court of law.
